What is Bee Keeper?

The government of Laos, one of the world’s few remaining one-party communist states, is still chasing more than $5 million from the American businessmen behind a casino venture that descended into a bitter legal battle more than a decade ago.

A US appeals court last week gave Laos another chance to pursue casino entrepreneur John K. Baldwin and his company, Bridge Capital, for the money.

The ruling is the latest twist in a dispute dating to 2012 that has involved allegations of government interference, a failed settlement, and three international arbitration awards.

Vital Vegas ranked the display No. 4 on his 2014 list of “10 Things You Can Rub for Good Luck in Las Vegas Without Getting Arrested,” a list that featured three other Caesars Palace entries: the hand of the Caesars statue (No. 1); Joe Louis’s boxing gloves (No. 8); and the toe of Michelangelo’s David replica (No. 9).

The barge itself never actually floated, by the way. That was just a myth. It sat on a fixed platform that created a mild rocking motion. That piece of Vegas engineering, like the statue’s original perch, is now history.

The barge functioned as an intimate stage graced by legendary performers, including Dionne Warwick, Blues Traveler, Matt Goss, and CeeLo Green. Its final performer was another Vegas icon rumored to be powered by hydraulics: Wayne Newton. His “Up Close & Personal” residency in 2019 was the lounge’s final act before the pandemic shut down the Strip for 90 days and closed Cleopatra’s Barge for good in March 2020.

Three months later, Judge Denise Cote ordered Papaya to pay Skillz $719 million in damages for poaching players from its skill gaming platform on the belief that Papaya had more players and therefore facilitated considerably faster peer-to-peer pairing times.

Papaya, headquartered in Israel, quickly secured a temporary stay of proceedings from the Tel Aviv District Court and filed a Chapter 15 petition with Delaware’s U.S. Bankruptcy Court. The Chapter 15 petition seeks to prevent Skillz from initiating collection efforts until its appeals play out.

Papaya concedes that it cannot immediately pay the $719 million judgment, arguing that allowing the company to pay the penalty over multiple years would “preserve … the rights of all parties.”
